Harbin Electric International Company Limited (hereinafter referred to as “HEI”), founded in 1983, is one of China's earliest enterprises to engage in overseas business cooperation. Its main business areas include EPC contracting for power projects, complete equipment supply, and operation and maintenance (O&M) services for overseas power projects. Since its establishment, HEI has undertaken more than 70 large-scale turnkey power plant projects in over 20 countries worldwide, with a total installed capacity exceeding 60,000 MW. The company has been listed among the top 100 of the Engineering News-Record (ENR) Top 250 International Contractors 11 times, ranking 96th in 2025.
During the 14th Five-Year Plan period, HEI has fully leveraged Harbin Electric Corporation’s product and technological advantages in power equipment manufacturing to drive the development of the entire industry chain, including the early-stage development of power projects, power engineering construction contracting, and power plant operation and management services. This has effectively enhanced its brand value in the international market and facilitated the external circulation for the “going global” of its power products and services. HEI has expanded into 14 new country markets, completed 13 large-scale power engineering projects with a total installed capacity of 6,340 MW, and delivered 639 O&M service projects, with its service network covering 24 countries and regions. With its world-class project management service capabilities, HEI’s key projects have successively won numerous honors, including the Silver Award of the IPMA Global Project Excellence Award (Large & Mega-sized Projects), the International Safety Award, the Asian Power Awards, and the Excellent Case for Chinese Enterprise International Image Building, significantly enhancing its brand influence and international reputation.

Since the beginning of the 14th Five-Year Plan period, HEI has deeply integrated into the Belt and Road Initiative and the broader agenda of high-quality development. While consolidating and growing its traditional power EPC business, the company has actively explored and developed emerging industries. Over the past five years, market development has delivered continuous success, key projects have flourished across multiple regions, and profit levels have grown by over 70% for three consecutive years
High-Quality Progress on Key Belt and Road Projects
Last year, the 1,180 MW Bhikki Combined Cycle Power Plant O&M project undertaken by HEI won two prestigious awards: Gas Power Project of the Year in Asia and R&D Project of the Year in Pakistan. This fully demonstrated HEI's influence and brand competitiveness on the international energy stage, signifying that HEI’s O&M services have become a key representative of high-quality development in Asia's energy industry.
Since the beginning of the 14th Five-Year Plan period, HEI has cultivated deep roots in Pakistan’s energy market, successfully signing and executing four long-term power plant O&M projects, including the 1180 MW Bhikki, 1263 MW Jhang, 660 MW Lucky, and 660 MW Thar power plants. The project portfolio encompasses diverse energy structures, including combined cycle units and coal-fired units. With its reliable O&M capabilities, lean technical management, and outstanding execution track record, HEI has become one of the most influential Chinese energy services companies in Pakistan.
Turning back to October 2023, all four 600 MW units of the Hassyan Power Plant project in Dubai, constructed by HEI, were successfully commissioned for commercial operation. The project integrates multiple “Chinese elements”, including Chinese financing, Chinese EPC contracting, Chinese design, Chinese manufacturing, and Chinese construction. It is the world’s first power plant capable of full-load power generation on dual fuels, meeting 20% of Dubai residents’ electricity demand while significantly reducing local electricity costs.
Following the global acclaim of the Minas Hydropower Project in Ecuador—the first hydropower EPC project in the South American market—in October last year, the electromechanical installation work for the Tarbela 5th Extension Hydropower Project in Pakistan, constructed by HEI, entered the full-scale construction phase. With a total installed capacity of 1,530 MW, the project features three hydro-generating units, each with a unit capacity of 510 MW, representing the largest unit capacity for hydropower equipment ever exported from China.
The eight international marketing and service centers established by HEI are accelerating the company’s expansion into new industries, new tracks, and new markets. Emerging markets such as the UAE, Iraq, Mexico, and Cyprus have been developed from scratch, while traditional markets like Pakistan, Turkey, and Indonesia have yielded fruitful results.

Since 2023, HEI has achieved market breakthroughs across multiple overseas destinations, including Uzbekistan, Saudi Arabia, Iraq, and Turkey. Particularly noteworthy is that the gas turbine unit 2 of the Syrdarya II 1600 MW Combined Cycle Power Plant project in Uzbekistan—the largest combined cycle project in Central Asia constructed by HEI—recently achieved its first successful grid connection on the very first attempt. This is the second high-end power EPC project executed by HEI and a key construction project for Harbin Electric Corporation. It marks another major milestone for the project, following the successful first ignition of the gas turbine unit 2 on March 23 this year. This achievement has pressed the “accelerator” for the full commissioning and power generation of the largest combined cycle power plant under construction in Central Asia, adding another significant highlight to HEI’s strong start in the first quarter of this year. As another major achievement in HEI's efforts to implement the joint construction of the Belt and Road Initiative, fulfill the Group Corporation's “Three Roles” development positioning, and consolidate its leading position in the overseas combined cycle market, this project also represents another collaboration with internationally renowned power developers. It holds significant demonstrative value for showcasing the responsibility and positive image of Chinese enterprises to countries participating in the Belt and Road Initiative, for in-depth exploration of the Central Asian market, and for contributing an outstanding chapter to the sustainable development of the Belt and Road.
In addition, HEI has clearly defined “ensuring international project delivery” as a key priority and has continuously strengthened the execution supervision of its international projects, with multiple overseas projects receiving recognition through various industry awards. The Dubai Hassyan project was honored with the Business Format Innovation Demonstration Case Award at the 2022 China International Fair for Trade in Services (CIFTIS), won the International Safety Award from the British Safety Council in both 2023 and 2024, and received the Silver Award of the IPMA Global Project Excellence Award (Large & Mega-sized Projects) in 2024. The Bhikki Combined Cycle O&M project in Pakistan won two Asian Power Awards. The Syrdarya II project in Uzbekistan received the National Electric Power Safety Culture Project Award in 2025.
