At Harbin Electric International (HEI), there is a group of enterprising young people: they stay true to their professional aspirations, bravely undertake the mission of our times, and, in the journey of contributing to the Belt and Road Initiative and exploring international markets, hone exquisite skills through every move and practice the spirit of craftsmanship with wholehearted dedication. Let us get to know the 2025 HEI “Young Pacesetters.”
01 / Wang Yao, Deputy Director Manager, Planning and Finance Department

Wang Yao specializes in budget and cost management and dares to break away from conventional thinking. He led the development of a “multi-level drill-down” cost planning and management platform within the PMS system, organically integrating dry economic indicators with real, traceable business events. This brought data to life and made management more transparent, helping the company achieve a revenue plan completion rate of over 90% for two consecutive years. Facing the critical juncture of formulating the company’s “15th Five-Year” strategic plan, he further innovated by developing an indicator calculation model, providing strong support for plan implementation through efficient, precise data. In the era of digital transformation, he has demonstrated the commitment of an outstanding youth through his solid actions.
02 / Fang Jiye, Business Supervisor, Legal and Compliance Department

Fang Jiye has remained committed to her original mission of compliance. As the company’s legal counsel, she is stationed at the frontline of the overseas Saudi Nariyah 2 Project, proactively coordinating with the project’s commercial and construction teams to carry out various tasks. She has been deeply involved in full-process contract management, assisting with local contract negotiations, clause drafting, and revisions to standard templates, while effectively managing various unexpected risks during overseas contract execution and supporting project claims management. She has liaised with external law firms to discuss complex commercial and legal issues, leveraging her professional legal expertise to help establish proactive prevention and control measures for overseas project risks. She has made every effort to ensure the project’s smooth execution, demonstrating overseas commitment and professional dedication as a young employee.
03 / Chen Bing’an, Supervising Engineer, South Asia Regional Headquarters

Chen Bing’an is currently the O&M Project Manager for the Lucky 660MW Coal-Fired Power Plant in Pakistan. Facing challenges such as a shortage of Chinese personnel and complex on-site management interfaces, he led his team to rise to the occasion. Under his leadership, the project became the first coal-fired power plant in Pakistan to obtain both ISO 50001 Energy Management System certification and ISO 55001 Asset Management System certification, achieved the milestone of 7 million safe man-hours, and reached an annual unit availability rate of 99.2%. He has deepened the application of the smart O&M platform, and the related achievements won the first prize and Level-1 typical case for National Electric Power Industry Innovation Achievements in 2024 and 2025, as well as a demonstration case at the China International Fair for Trade in Services (CIFTIS). His project practices have accumulated valuable experience for the company's overseas O&M projects.
04 / Chen Yuncong, Assistant Supervising Engineer, Middle East Regional Headquarters

Chen Yuncong is on the front lines of overseas commercial operations, serving as the Commercial Engineer for the Rumah 2 project in Saudi Arabia. He rigorously and efficiently advances contract and claim management, systematically handling various contract risk events during project execution and drafting numerous commercial correspondences, effectively controlling potential risks and safeguarding the company's interests. Meanwhile, he strictly controls commercial processes and optimizes procurement collaboration, providing strong support for the project's execution schedule. In his long-term on-site practice, he focuses on risk prediction and closed-loop management, resolving disputes in their nascent stages and ensuring the steady progress of the project with his solid professional skills.
